The six captured B-READY values are explicitly reported by an official ministry. The full 101-economy data file is not included as a verified numerical import.
Weights are normalized to 100%. Employment is log-scaled. Concentration and price use fixed full-reference min/max values, so filtering does not change a state's score. An all-zero weight vector produces no ranking. Missing required observations never receive neutral values.

Measured release coverage
The original 129,508 active place records are preserved separately. They are not new municipal observations. Complete municipal coverage across every domain in all 45 countries has not been established.
Annual update contract
Rediscover releases and schema changes, preserve original periods, reconcile boundary changes, stage and validate new data, then approve deployment. Contact details and open calls need more frequent checks. A successful check without a new observation does not change the observation year.
